This cartoon creation does a lovely job of melding several themes into one overall theme. To the ongoing and never ending, over-arching theme of government waste and corruption, Skrlin has layered the theme of water (a homage to the "falls") and the time honored sport of "angling" or fishing. But the term in this drawing - "angling" - echoes and plays off the word "angle" as in dishonest or deceitful.
And who are the "suckers" that Skrlin draws (pun intended) upon to make his point? Are the suckers the fish species of sucker or are the suckers the gullible and ill informed voters who put Paul Dyster in office twice? As a cherry on the topping of a very active cartoon sundae the cartoonist has included, almost subliminally, puppet strings that control Mayor Dyster. And who controls those puppet strings? Why, Buffalo business interests, of course!
