The new Dyster -Owens disposal ordinance (Do-Do) contains extensive and explicit details concerning the licensing and operation of private waste contractors, who will undoubtedly enjoy a booming business in Niagara Falls once all of the exclusions, limitations and penalties associated with the new municipal system become apparent.
Private dumpsters must be fenced and screened by their owners, many of whom will be among the hundreds of businesses formerly served by the municipal system but unceremoniously eliminated under the new plan. This fencing and screening must be done to city code, and must be undertaken only after proper building permits have been issued by the Department of Code Enforcement, adding further expenses onto the service small businesses have enjoyed here for free prior to the Dyster administration.
The private waste haulers must also adhere to the city's vision of proper recycling practices or risk having their licenses revoked.

Whether a business qualifies to participate in the city program is left entirely to the discretion of the director of the city's Public Works Department. Business owners must demonstrate that they do not normally generate more than two city issued totes per week but that, on occasion, may produce as many as four. |
