SEX PREDATOR ATTACKS

Well, it finally happened. One of the dirtbag sexual predators brought to Niagara Falls courtesy of Francine Del Monte's sponsorship of the state's civil confinement law and welcomed with open arms by Mayor Paul "They Have to Live Somewhere" Dyster raped a Buffalo woman here last week.

The woman, 24, was lured to the 22nd Street home of Richard Bailey, 52, a piece of scum who has been in and out of jail over the past 10 years for sexual assaults and rapes in both New York and Pennsylvania. This time, he placed a help wanted classified ad online claiming to be a businessman looking for a secretary.

Under the law Del Monte was instrumental in passing, a guy who should have been in prison was instead on 22nd Street. And he could afford a computer.

And last June, when Dyster was asked why he was permitting the city's East Side to be used as a dumping ground for human garbage like Bailey by the state, his reply was nothing if not vague.

"We think that there's a need for some coordination and maybe for some clarification of jurisdictions," he said.

Del Monte spent much of last summer trying to convince school district officials and residents near the Midtown Motel, in the same part of town, that having more than 20 sexual predators living in their midst was nothing to worry about, since the deviates were so "closely monitored" by county probation and state parole officers that it would be impossible for them to act out.

So much for our mayor and assemblywoman's understanding of the dark criminal mind. Currently, more than 300 sexual predators live in the city, and every one of them represents a serious threat to the women and children of Niagara Falls.

Our elected representatives -- whose top priority should be ensuring the physical safety of those they represent -- have allowed this to occur, for reasons known only to themselves. Like it or not, Niagara Falls is seen as a safe haven for dangerous deviates from North Tonawanda, Buffalo, Medina and points east.

Richard Bailey now stands charged with first-degree rape, second-degree sodomy and predatory sexual assault. No charges were filed against Del Monte or Dyster, even though they hold the lion's share of responsibility for bringing this ticking time bomb to the Falls from Orleans County, where he was last convicted.
